南市議會昨天續開定期大會第二天，市長及官員仍然缺席，外界原以為仍是空轉一天，沒想到近十一時半，甲動在黨團辦公室觀望的民進黨議員突然集體進場簽到，人數達四十四人超過法定開會人數，意外成會。
剛開會場內即熱鬧不已，主席李全教通過並確定議事日程表及各委員會名單，民進黨議員要求清點人數，李全教指大會已進入議程，有意見可按鈴，若干擾議事將送交紀律委員會，引發民進黨議員不滿，集體撤簽後上主席台再度要求清點人數並指會議無效，國民黨議員也搶上台抗，雙方爭搶麥克風發言，爆發拉扯衝突，連李全教都被擠到一旁。
